Going deeper into the vaults to come up with a new box set, “Universal Horror Collection: Volume 3” is a bit misleading with titular promise of ghoulish highlights. Instead of four frightening elections from the studio’s catalog of titles, Shout Factory provides a handful of appealing efforts, but none of them are really committed to the art of scaring audiences. Despite a lack of chilling material, the set does offer a few fan favorites, including 1939’s “Tower of London,” and 1941’s “The Black Cat,” “Man-Made Monster,” and “Horror Island.”

A set built for a specific audience, "Universal Horror Collection: Volume 3" does well with its titles, offering a fresh scan for "Tower of London" and supplements for all the features. Perhaps the release is missing a distinct feel for the macabre, but the efforts presented here have their genre leanings and some wonderful performances to help bring the endeavors to life.
