The Unjust (2010)

A series of unsolved murders puts a nation into a panic. Soon, the murders become a political matter and the president intervenes. When the prime suspect dies after a wild chase, the investigations hit a dead end. Investigator Choi senses that this case might be his chance to make something of his career. He strikes a deal with his old mentor Jang to arrest the next best suspect at whatever cost.
